I don't think YouTube video has the 360 view. It didn't work on my iPad. And my iPad two is too slow to make it work right.

I watch it on my iPhone 5s and it works great there.

I just tried the YouTube on my iPhone and it's not getting the right effect. It's the right video but use my first link and watch there.

When you turn your mobile device it turns the video.

Yeah, most likely a browser constraint on the mobile platform as it works fine on a computer.  It's fairly new so guess not everyone has gotten it working properly yet.
